Legislative Experience

We represent clients across diverse industries before the New Hampshire Legislature. We are registered as lobbyists for some of the most significant commercial interests in New Hampshire’s electric utility, telecommunications, health insurance, and the financial services industries.

Our experience includes:

  • Representing an independent group of New Hampshire non-public boarding schools on issues relative to education, taxation, pupil privacy and safety while assisting with public affairs strategies and messaging.
  • Played pivotal role in the modification of New Hampshire Trust laws making New Hampshire one of the best jurisdiction in the nation to locate and manage trusts.
  • Working to enact legislation creating the Business Finance Authority and new taxable credit enhancement tools, which have been used to support New Hampshire business affecting thousands of jobs.
  • North Country hospitals change state law so that it could qualify as a Critical Access Hospital with higher reimbursement rates under federal law.
  • Representing electric utilities in seeking enactment of legislation in a special session authorizing the acquisition of Public Service Company of New Hampshire, and removing PSNH from bankruptcy.
  • Coordinated state agency and legislative relations to facilitate positive resolution of proposed EPA regulations on a Seacoast community.
  • Defeated numerous legislative proposals seeking to change New Hampshire’s long standing policy relative to the taxation of specialty tobacco products.
  • Representing Public Service Company of New Hampshire seeking enactment of legislation authorizing the issuance of Rate of Reduction Bonds that facilitated the deregulation of the electric utility industry in New Hampshire.
  • Proactive Amendment of NH employment laws in a successful effort to preserve competitiveness.
  • Assisting to seek enactment of legislation deregulating the construction of surgical centers.
Regulatory Problem Solving

Business development and expansion frequently requires state and local government approvals. Our professionals help companies navigate through the bureaucracy of government to achieve their goals in a timely and efficient manner.

Our experiences include:

  • Facilitated successful development and maintenance of a community relations plan for a natural gas pipeline.
  • Arranging a public-private land transfer to enable the construction of an 18-hole golf facility in New Hampshire.
  • Helping a private developer obtain a lease of state land for development access to a lake and to obtain the necessary permits for construction of a multiple boat docking structure.
  • Providing strategic and public affairs guidance to a private school to resolve regulatory review of executive compensation concerns.
  • Collaborated with Mayor and the Board of Alderman in New Hampshire’s largest city to successfully defeat a potential ordinance that would have banned circus performances.
  • Negotiating necessary state agency approvals required for a company to open a new branch office.
Contract Procurement

Tremendous opportunities exist for companies with the right products and services to do business with state and local government agencies. We assist potential vendor companies by indentifying and helping to develop these opportunities. In New Hampshire, selection by the agency is only the first step, and we help our clients obtain the somewhat unique but critical approval of the contract by the Governor’s Executive Council. We have represented vendors from a number of industries including insurance, construction, health care, transportation, environment and technology.

Our experience includes:

  • Assisted prestigious medical school achieve large, multiple state contract approvals by the Executive Council to provide services at New Hampshire’s only state psychiatric hospital.
  • Assisted largest for-profit managed health care company achieve approvals necessary through collaboration with the State Employees’ Union, Departments of Administrative Services and insurance and the Executive Council to provide New Hampshire’s State Employee Health Insurance Plan.
