Kate Skouteris brings over a decade of leadership and management experience to Rath, Young & Pignatelli, where she practices in the Healthcare and Financial Institutions Practice Groups, advising healthcare, insurance and corporate clients on regulatory, corporate and transactional and public policy matters. After beginning her legal career in private law practice, Kate transitioned to work first in public service then in non-profit healthcare where in both areas she began as legal counsel and quickly grew into leadership roles as part of the executive teams. She successfully incorporated legal services into operations to better calculate, and often avoid, risks. Throughout her management work, she has led numerous teams and transformed programs and processes to be more efficient and streamlined through clear communication, training and education.
Kate most recently served as Chief Administrative Officer of Southern New Hampshire Health overseeing local management and the integration of communications, facilities and human resources. In this role, she led the organization’s initial emergency response to COVID-19, served on the incident command team and tackled numerous first-time legal and operational issues for healthcare and the patients served. Prior to her administrative role at SNHH, Kate served as Senior Vice President and General Counsel, managing legal services, the insurance program, risk management, privacy and compliance services, as well as advising the medical staff, executive team, management and board members on complex legal issues. In addition, she successfully leveraged her prior litigation experience to resolve complex disputes, managed outside counsel and advised on employment issues.
Prior to her work in healthcare, Kate served the State of New Hampshire’s Department of Revenue Administration, first as General Counsel then as Assistant Commissioner, where she oversaw the operations of the agency and helped lead the resolution of the Medicaid Enhancement Tax dispute between the State of NH and the 26 hospitals serving NH communities. She also testified before legislative committees to support public and agency objectives, participated in a variety of administrative hearings, drafted administrative rules, as well as provided advice to the agency on all legal matters, strategies and solutions.
After attending West High School in Manchester, New Hampshire, Kate earned her undergraduate degree, cum laude, at the University of New Hampshire and her law degree, cum laude, from Suffolk University Law School in Boston, Massachusetts. For almost a decade, she practiced at the Boston firm of Lawson & Weitzen, LLP in the litigation group, where she accumulated substantial experience in trial and appellate work in the areas of commercial law, administrative law and alcoholic beverage control law and was named a Super Lawyers® Rising Star. She also worked at the Boston office of Hinshaw & Culbertson, advising on insurance coverage disputes. She currently lives in Bedford, NH with her husband and two daughters and enjoys skiing, yoga, running, paddle boarding, cooking, gardening and art projects.
