Lucy is a shareholder in the Firm and Chair of the Firm’s Health Care Practice Group. She provides regulatory, corporate compliance and litigation services to clients on a variety of issues.
Lucy focuses her health care practice on counseling physicians, hospitals, health care providers and facilities on a wide range of legal issues. Lucy’s background combines extensive experience in private law practice with public service for the New Hampshire Department of Justice. For many years, Lucy has assisted clients to plan for, develop and implement strategies to meet the changing regulatory and economic challenges in the delivery of health care. Lucy provides advice on a wide range of health care issues, including strategic joint ventures, corporate and regulatory compliance, contracting, hospital-physician relations, fraud and abuse, licensing, privacy, certificate of need, reimbursement and antitrust.
Lucy counsels employers and schools on federal and state employment issues, and assists clients to make workplace decisions, implement personnel policies, train staff and develop practices that meet their needs in a highly regulated employment environment.
Lucy works with clients to interface with regulators and legislators on public policy issues. She has also represented clients in court and before administrative agencies, and argued numerous cases before the New Hampshire Supreme Court and the First Circuit Court of Appeals.
Lucy is named as one of The Best Lawyers in America by Woodward White, as well as a New England Super Lawyer, for health care law.
Lucy has served as an Assistant Attorney General in the Civil Bureau of the New Hampshire Department of Justice and was previously an associate in the Labor and Employment Group at the San Francisco law firm of Brobeck, Phleger & Harrison. She was a law clerk for the Honorable Martin L. C. Feldman of the United States District Court in New Orleans.

Negotiating resolutions to major contract disputes amongst payors and providers

Representing schools in developing policies and procedures effecting faculty, staff and students

Representing clients before federal and state agencies and courts regarding wage and hour, whistleblower, unemployment and discrimination claims

Assisting employers on updating employee handbooks

Training staff and students regarding sexual harassment prevention

Working with employers seeking to lawfully implement employment decisions
